Jevan Stephen
Mr. Jevan Stephen is a Chartered Civil Engineer with 15 years’ experience in civil infrastructure design, and project and contract management. Currently he is a Senior Construction and Design Manager at the Programme for Upgrading Roads Efficiency (PURE) – a specialised project execution arm of the Ministry of Works and Transport in Trinidad and Tobago. At PURE, he not only serves as lead structural designer but has also led multidisciplinary project teams in the execution of over 500 road infrastructure projects, which included the design and construction of highway expansions, bridges, culverts and earth retaining systems.
Jevan is a National Scholar who was awarded a full scholarship to attend the University of the West Indies, St. Augustine for undergraduate studies and there he attained his Master and Bachelor of Science degrees in Civil Engineering. He is a Registered Engineer (R. Eng) of the Board of Engineering of Trinidad and Tobago (BOETT); a member of the Association of Professional Engineers of Trinidad and Tobago (APETT), serving as Chair of the Civil Division Council; and holds the Project Management Professional (PMP) credential from the Project Management Institute (PMI).
Jevan is passionate about servant leadership, mentorship and coaching, and remains committed to the development of young civil engineering professionals so that they themselves can become leaders in their own right.
Garth Alexander Arch
Garth Alexander Arch MBE is Managing Director of Arch and Godfrey (Cayman) Ltd, one of the largest construction firms in the Cayman Islands. He became a Member of ICE in 2008 and elected a Fellow in 2019. With a passion for resilient design and sustainability, he recently co-coordinated a Probabilistic Seismic Hazard Assessment for the Cayman Islands, including the development of seismic hazard maps. In addition, under his leadership, back in 2015, Arch and Godfrey achieved the first LEED Platinum certification in the Cayman Islands for its new head office building. Garth has served as a Representative since 2018.

Alberto Ortigao
Alberto Ortigao, PhD, FICE, CEng is an experienced geotechnical consultant with a career spanning over five decades. His expertise encompasses many projects, including tailings and water dams, slopes, embankments, foundations, excavations, structures, and tunnels.
A Fellow and Chartered Engineer of the Institution of Civil Engineers, London, Dr Ortigao earned his Bachelor of Science in Civil Engineering from the Federal University of Rio de Janeiro (UFRJ) in 1971, followed by a PhD in 1980. He combined a successful academic career at UFRJ (1978-2003) with industry experience as a researcher at the Building Research Establishment, UK (1982-1984) and offshore foundation designer at Fugro UK Ltd.
His international career has included visiting professorships at UBC, City University of Hong Kong, and the University of Western Sydney, as well as projects work across South America, the UK, Canada, Hong Kong, Malaysia and northern Africa. This global exposure has cultivated fluency in English, Spanish, German, Portuguese, and French.
Dr. Ortigao is a prolific author with over one hundred technical papers to his credit. His expertise is further reflected in his published works: Soil Mechanics in the Light of Critical State Theories (Balkema, 1995) and Handbook of Slope Stabilisation (Springer Verlag, Heidelberg, 2004).

James Redman
James is a Chartered Civil Engineer with a broad range of experience in the successful delivery of infrastructure projects and programmes in the UK, the Middle East and South America.
Having spent 12 years working on schemes as a construction engineer and Project Manager, including London 2012, Crossrail, Thames Tideway and Dubai Expo2020, he has now moved into international consultancy with Mace. James is currently leading the Reconstruction Programme in Peru; a team of 170 consultants supporting the National Infrastructure Authority with the delivery of 74 schools, 18 hospitals and nationwide flood defences through PMO, specialist technical support and procurement services.
James takes a keen interest in career and personal development, returning to part time education in 2016 for a Construction Engineering Masters at Cambridge University. He also enjoys mentoring at work where he is currently a Supervising Civil Engineer for graduates targeting their professional qualifications.
