Join Colin Holm, from Highways England, at the next ICE East Midlands Chair’s Programme event, as he discusses sustainable development in the Design Manual for Roads and Bridges (DMRB). Chaired by Andy Warrington, ICE East Midlands Regional Chair, this online lecture will focus on the role of design in achieving sustainable development and in preparing for climate change.
Design is essential to achieve sustainable development. Design decisions affect the economy, the environment and society - both now and in the future. Good road design should have people at its heart by creating an inclusive, resilient and sustainable road network.
Colin Holm is a Senior Sustainable Development and Climate Change Advisor at Highways England. He was involved in updating the sustainability guidance in the DMRB. Colin will discuss sustainability and climate change policy development, as well as explain how developing DMRB helps to embed resilience to future climatic conditions.
Andy Warrington is a Chartered Civil Engineer with 25 years’ experience in transportation, transport asset management, project management, construction and maintenance with consultants, contractors and local authorities. He is currently technical advisor on a number of Highways England’s projects, including the M6 Junction 10 improvement in Walsall and is also working on several projects advising private financiers on infrastructure PPP/PFI/DBFO projects.
Recently Andy has delivered asset management-led service review and improvement projects with local highway authorities including Westminster City Council, Swindon Borough Council, and Leicestershire County Council, amongst others. Andy was also involved in the development for UKRLG of the Code of Practice ‘Well Managed Highway Infrastructure’.
Previously, he spent 20 years leading local highway departments including transformation and business development in procurement, contract management, collaboration and business process optimisation whilst delivering customer focussed local highway service.
Andy continues his membership of ADEPT, representing local transport authorities and the ADEPT Engineering Board publishing reports into procurement, highway drainage and commuted sums and representation at various resilience forums. He is ICE East Midlands Regional Chair in 2019/20, a position he also held in 2014/2015, and is a member of ICE Transport Expert Panel. He is also a Council Member of CIHT and member of the CIHT Asset Management and Procurement panels. He was Chair CIHT Midlands 2013/2015.
Colin is Highways England’s Senior Technical Advisor in Sustainable Development and Climate Change. Coming from a background in local government, Colin now works on developing standards and delivering projects that deliver sustainable development, decarbonisation and climate resilience to fulfill the ambitions of Highway England’s Sustainable Development Strategy.
