David Roberts

Delivery & Safety Director, TRU, Eastern Region, Network Rail

David has over 34yrs experience in a wide diversity of construction, customer service and delivery environments with a successful track record in delivering high-risk and complex major infrastructure projects in the rail industry/education sectors. Leading teams through challenging business change initiatives whilst maintaining a focus on health & well-being.

As Route Delivery Director for NR East Coast, he had accountability for providing the strategic vision and subsequent delivery of the £1.2bn programme of work (electrification, power, track, signalling, tunnelling, Civils and Stations) which has included successful completion of Kings Cross Remodelling, Werrington Grade Separation and power supply upgrades on East Coast route.

From January 2022 David has been appointed as Delivery & Safety Director for Transpennine Route Upgrade and is also an Infrastructure Projects Authority Assessor.

Mark Bell

Programme Manager, Network Rail

An experienced and educated Project Leader, Mark is hard working, results driven, highly self-motivated, professional and has strong communication, interpersonal and management skills. He has an extensive background on several high-profile programmes of work, including internationally, gaining experience in leading high-performing project teams delivering large scale rail projects.

With a proven ability to operate within a Senior Management leadership capacity, Mark has a wide-ranging, demonstrable knowledge of project development, contract management and delivery management, operational planning and construction management, with a clear passion for project controls principles in delivering large infrastructure projects.

Mark takes a strategic approach to delivering a project over multiple sites and with an adaptable style to several forms of contracting has enabled him to gather a wide range of experience.
