The first public works project in Hong Kong adopting the NEC ECC dates back to 2009, in the midst of calls for incorporating partnering spirit into contractual relationships. Nearly one and a half decade later, there is now extensive use of the NEC ECC across both the public and private sectors, with the Hong Kong Development Bureau launching its own Hong Kong edition of the NEC4 ECC.

To embrace the spirit of collaborative working embodied in NEC, it is vital that junior professionals recognise what is in a construction contract and appreciate how the NEC suite differs from more adversarial contract forms.

Mr Gordon Kwok, an engineering contract expert and accredited mediator, will be pointing out the key elements of an engineering contract, and how the NEC ECC satisfies these requirements. He will then share tips on how junior engineering professionals can familiarise themselves with the NEC. Negotiation skills and interview techniques will also be covered towards the end of the workshop.

Gordon Kwok

Gordon is currently working as an engineering contract expert, a trained negotiator, and an accredited mediator. He is an NEC trainer for NEC Project Manager Accreditation for Thomas Telford Limited, Institution of Civil Engineers.

Gordon has been actively involved in the mediation industry both in terms of training for mediators and negotiators in the workplace, and carrying out community and commercial mediations both in the United Kingdom and Hong Kong.

He is a trained negotiator with hands-on negotiation experience in engineering and commercial environments. Gordon is also experienced in drafting commercial negotiation strategies for engineering clients in the engineering industry.

Since the early 2000s, Gordon has been working on multiple infrastructure projects involving both New Engineering Contract (NEC) and traditional contracts such as General Conditions of Contract of the Hong Kong SAR Government (GCC), and Conditions of Contract in the private sector such as MTR Conditions of Contract, and MTR Target Cost Contract.

He has constant dialogues with government policy makers, engineers, quantity surveyors, BIM experts, software developers and expert witnesses and stays very much abreast of the current industrial demand, expectation in contract administration and project management.

Having worked as a civil engineer and a contract advisor in both the public and private sector, Gordon is experienced in managing and delivering a number of mega-infrastructure and community engineering projects, specialising in railways and waterworks.
