The Gillingham Principal Street is a 1.3km road that has been built to support the Gillingham southern expansion, which is set to deliver 1,800 homes plus a new primary school, health facilities, sports pitches, play areas, shops and open spaces.

The project was delivered by Dorset Council. A successful bid by Dorset Council to the government’s Housing Infrastructure Fund (HIF) secured £6.31 million to fund the design of the road and planning approval, and for construction of the road. As part of the agreement, the council will now recover the money from the housing developers for reinvestment in other housing projects across Dorset.

Heidelberg Materials built the road for the council under the Dorset Highways Works Term Service Contract, connecting the B3092 New Road and B3081 Shaftesbury Road. Construction incorporated services for utilities, water, and drainage, so it is ready for the development of housing.

The road will be adopted by Dorset Council, with the council taking responsibility for its maintenance. There will be no through-access along the new road until Redrow Homes has completed its first phase of housing development. The developer is currently building a junction at the eastern end of Principal Street onto Shaftesbury Road.

The presentation will provide an overview of the project that has been delivered.

  • Emma Baker from Dorset Council will focus on the history, process and steps that were required to get the scheme ready for construction – including requirements for planning and land access agreements. 
  • Bob Chandler from Heidelberg will provide information about how the road was constructed.

Emma Baker

Emma Baker is a project team manager in Highway Improvements at Dorset Council. She is an experienced project manager working in the government highways and transportation industry for over 20 years.

Her experience includes being part of the project management and delivery teams for the Weymouth Relief Road, Weymouth Transport Package and A338 Major Maintenance Scheme and leading junction and sustainable transport improvements in Gillingham and the Gillingham Principal Street.

Emma has a MSc in Transportation Planning and Engineering from the University of Southampton, and a BTEC Level 5 Diploma focused in Management and Leadership.

Bob Chandler

Bob Chandler is an experienced professional, he’s spent 40 years working in the construction industry on various projects in many sectors, including buildings, airports, highways and the MOD Estate. Most of those projects were in the south of England and a few were overseas.

Since 2015 Bob has been part of the Heidelberg Materials (formally Hanson Contracting) team delivering various schemes on the Dorset Council Highway Term Service Contract (HTSC), including the £20m reconstruction of the A338 and various sustainable travel schemes through the Transforming Cities Fund.

During his career he’s held a number of different roles from contract manager, project manager and commercial manager to, most recently, partnership liaison manager for the Dorset Council HTSC.
