Keith Jones FICE

Keith is a Chartered Civil Engineer, Chartered Environmentalist and Fellow of ICE. He has been in post since May 2008, prior to this he was Operational Manager Highways at the Vale of Glamorgan Council, responsible for all highway maintenance operations including management of the DSO contracting unit as well as Environmental Manager for the Council.

Keith was in Local Government from 1967 to 2008 holding a range of posts involving engineering, highways, infrastructure and drainage. Former Chairman of the County Surveyors Society Wales Engineering Committee and member of the UK Roads Board, advising Government on Highways issues.

He is a member of the Cross Party Groups on STEMM and Construction and Industrial Liaison Boards at Cardiff University and Swansea University.

Emma has been the North West Director of ICE since July 2018, overseeing the activity and budgeting for more than 6,500 members in the region. ICE has more than 95,000 members across the world in all sectors of engineering including transport, housing, development, energy and water.

Having done a business with manufacturing degree, Emma has spent most of her career working with and supporting businesses in all sectors towards improvement and change, with a focus on the engagement with and understanding of policy focusing on infrastructure projects including rebuilding Manchester city centre following the 1996 bomb, Northern Hub and HS2.

Ouarda Boumendjel-Game

Ouarda is a professional geotechnical engineer and a ground engineering adviser with over 36 years of international experience in geotechnical engineering acquired from her involvement in resolving challenging and complex ground engineering problems for specialist and major infrastructure projects in numerous industry sectors. Ouarda held both technical and managerial roles, in addition to subject matter expert and advisory positions. Most recently, Ouarda has been providing expert witness support, reviews and assistance through participation in and presentation to the Dispute Resolution Board (DRB).

Ouarda’s professional career started in Algeria after completing her undergraduate degree in civil engineering. Her interest in ground engineering increased after moving to the UK to attend a postgraduate research programme in soil mechanics and foundations engineering at Newcastle Upon Tyne University. This marked the beginning of a great journey that saw her working for several international consulting organisations on diverse specialist and major infrastructure projects in the UK, Hong Kong, the Middle East, Asia and Africa. Ouarda previously worked for Arup Geotechnics, Jacobs (Halcrow Legacy) and Wood (Amec Foster Wheeler Legacy). In between, Ouarda had short working spells with Buro Happold and Rambolle.
