Overview

Rosslare Europort is a key infrastructure hub for transportation from Ireland to Europe and the UK, located in County Wexford in the south-east of the country. Post Brexit, weekly sailings to Europe increased more than 6-fold.

The original scope of the development project in 2021 was commissioned by the Office of Public Works (OPW) to provide new Brexit facilities at the Port for various government departments and the police (An Garda Siochána). The development programme was in conjunction with BAR European Funding routes.

The scope changed a number of times over the duration of the design to incorporate significant portions of the port infrastructure upgrades for the national public transport provider Córas Iompair Éireann (CIE).
The project will also tie into the new N25 National Primary route realignment.

The presentation will focus on the development works and the complex phasing of the works required to maintain full operation of the port throughout the construction phase.

Catherine O’Brien

Catherine O’Brien BEng (Hons), CEng, MICE, MIEI is a Chartered Engineer with over 30 years’ experience in the construction industry.

She started her career in London before joining PUNCH as a senior structural engineer in 1998. In 2012 she joined ByrneLooby as an Associate, before returning to PUNCH as a Technical Director in 2018. She was appointed precast operations director in 2023.

Catherine has led projects throughout Ireland, the UK and the Middle and Far East, and has significant experience in marine and microtunnelling infrastructure and building sectors.

Catherine is the marine sector lead at PUNCH and has led the Rosslare Europort design team for the last 4 years. She has overall responsibility for the delivery of the civil, structural and geotechnical services to the Client and has seen the project through the masterplanning, planning and tendering stages as PUNCH technical lead.

She has continued her input to date leading the PUNCH Technical Advisor team reporting to the Client during construction.

Julie Tiernan

Julie Tiernan BEng, MSc, CEng, MIEI is a Chartered Engineer with almost 20 years’ experience working in the civil engineering sector.

After graduating from National University of Ireland Galway in 2006 Julie joined PUNCH as a graduate engineer.

Julie left to go to Australia in 2008 and while living and working in Brisbane she completed a Master’s Degree in Water Resource Management.

After a 5-year absence Julie returned to Ireland and to PUNCH as a senior engineer and was appointed a technical director in 2017. She jointly leads the Environmental Division team of engineers and technicians who work on a variety of large-scale civil engineering projects around Ireland.

Julie has worked on the Rosslare Europort development from the beginning and has seen the project through the masterplanning, planning and tendering stages as lead civil engineer.

he has continued her input to date as technical advisor for civils during construction.
