Overview

Keith Jones, director ICE Wales Cymru and Emma Antrobus, regional director ICE North West, guest speaker Ellen Halkon Associate Director WSP, will talk about the necessary attributes and qualifications for becoming a Fellow of ICE.

Keith Jones FICE

Keith is a Chartered Civil Engineer, Chartered Environmentalist and Fellow of ICE. He has been in post since May 2008, prior to this he was Operational Manager Highways at the Vale of Glamorgan Council, responsible for all highway maintenance operations including management of the DSO contracting unit as well as Environmental Manager for the Council.

Keith was in Local Government from 1967 to 2008 holding a range of posts involving engineering, highways, infrastructure and drainage. Former Chairman of the County Surveyors Society Wales Engineering Committee and member of the UK Roads Board, advising Government on Highways issues.

He is a member of the Cross Party Groups on STEMM and Construction and Industrial Liaison Boards at Cardiff University and Swansea University.

Emma Antrobus

Emma has been the North West Director of ICE since July 2018, overseeing the activity and budgeting for more than 6,500 members in the region. ICE has more than 95,000 members across the world in all sectors of engineering including transport, housing, development, energy and water.

Having done a business with manufacturing degree, Emma has spent most of her career working with and supporting businesses in all sectors towards improvement and change, with a focus on the engagement with and understanding of policy focusing on infrastructure projects including rebuilding Manchester city centre following the 1996 bomb, Northern Hub and HS2.

Ellen Halkon

Ellen Halkon is a Fellow of the ICE, current Chair of ICE Scotland and an associate director at WSP. She is experienced in the design of bridges in reinforced concrete, prestressed concrete, steel composite and timber construction.

Her project experience ranges from new bridge design to bridge inspection and maintenance works on the UK highway and railway network. She is an experienced team leader and project manager and has prepared and managed transportation contracts through procurement processes to construction and completion, with a particular focus and experience of NEC projects.

With experience of both traditionally procured and design and build projects in the UK and abroad for both public and private sector clients, Ellen has contributed to a wide variety of successful projects.

In her role as ICE Scotland chair, she is leading efforts to improve knowledge and networking opportunities for Scottish members, and working to raise the profile of the ICE with the aim of positively influencing decisions on the development of Infrastructure in Scotland.
