Ian Cowan MBE is a Chartered Civil Engineer with extensive expertise in the global construction industry.
He began his career in the UK, focusing on the design and construction of bridgeworks, including complex motorway interchanges. He later expanded his experience overseas, contributing to the construction and supervision of highway and bridge projects across challenging terrains and conditions in various parts of Africa.
For the next two decades, Ian worked with one of Korea’s leading contractors in Seoul, playing a key role in the bidding and execution of major international civil engineering projects. His portfolio spans bridges, high-speed railways, deep tunnel sewerage systems, harbour works, airports, and power plants. Throughout his career, he has worked across diverse contract models, including traditional procurement, Design & Build, EPC, BOT, and PPP frameworks.
Since 2010, Ian has served as Managing Director – Korea for Dal Sterling, collaborating closely with Korean contractors to address contractual and commercial challenges on large-scale civil, industrial, petrochemical, and energy projects across the Middle East, Asia, Africa and beyond.
With over 40 years of experience, Ian has been instrumental in contract negotiations, delay and disruption claims, and dispute resolution. He brings significant expertise in Dispute Adjudication Boards (DABs), Expert Determination, and Arbitration.
In 2020, he was awarded an MBE in recognition of his services to the British community in Seoul and his substantial contributions to UK civil engineering.
Ian’s deep understanding of multicultural teams and complex contractual landscapes has cemented his reputation as a highly respected expert in the engineering and construction sector.
