The trustees are supported by a council, who are directly elected by ICE members. As the pinnacle of the learning society, council drives the agenda by being the key decision-making body with respect to the ICE’s learned society activity.
How does our council work?
The ICE Council has an essential role in representing the views of the membership to the Trustee Board.
It supports the trustees in ensuring the ICE is considered a global centre of excellence championing the role civil engineering plays at the heart of society.
The council is the pinnacle of the learning society, and meets regularly to debate issues of relevance to civil engineering, the institution and society, to set the agenda for the institution’s learned society activity.

Meet our council
The ICE Council is made up of 38 members from different countries and grades of membership.
Every year, certain positions on our council become available, so members can stand for these positions. They receive votes from other ICE members.
Council members serve for three years and are directly elected by the membership.
The following may attend council meetings as observers if they are not otherwise council members:
- Chair, Early Careers Network (ECNet);
- Chair, Thomas Telford Ltd;
- Any professionally qualified ICE member, under prior arrangement with the governance office and subject to available space.

The president chairs the council and the following are council members. Members serve until the November of the year shown.
David Norman Porter BEng (Hons) MSc CEng FICE
David Porter is a trustee of the ICE and took up the position of President in November 2025.
David is currently the director of engineering with the Department for Infrastructure (DfI), which is the roads authority for Northern Ireland.
In this position, David is the Chief Highway Engineer and the Head of the Civil Engineering Profession within the Northern Ireland Civil Service. He is responsible for the development of the department’s professional and technical staff, engineering policies and standards, health and safety, and leads on procurement and the internal consultancy. Previously, David was the Chief Executive of Rivers Agency, the flood defence and drainage authority for Northern Ireland, and also held the posts of Director of Development and Director of Operations with the agency.
David is a past chair of the Northern Ireland Region of ICE, has been on council three times, two terms as the Northern Ireland representative, and one as a general member. He has also served on numerous committees and panels, was a member of the Presidential Commission on the ICE Governance (the Orr Review), chaired the member-led review of NOMCO, the Audit Committee, and the Qualifications Panel. David has also been on the Committee of Management of the ICE Benevolent Fund.
Amongst various distinctions, David is a Fellow of the Irish Academy of Engineering and a Fellow of Engineers Ireland, was awarded the Poskitt Medal by the ICE Northern Ireland Region in 2017, and the Engineers Ireland President’s Award in 2018.

ICE Council Elections 2026
Our members around the world elect ICE's Council members. We hold elections every year when about one third of Council member seats are available. These places are usually for a three-year term, to replace members whose term of service has finished.

Election Timetable
The deadline for nominations has now passed. The names of the candidates standing for election will be listed once they have been formally approved by Council at their meeting on 21 April. Full details of each of the candidates will also be available when the Ballot opens on 1 June.
The election in 2026 will run from 1 June to 14 July. The results will be announced at the Institution’s Annual General Meeting on 21 July 2026 with elected candidates taking office from 3 November 2026.

Voting method
ICE uses the Civica Election Services (CES) to manage our ballot process so the votes are secure.
The ballot is run online for most members. CES only sends out a paper ballot when:
- A member has 'opted in' to receive a postal ballot.
- A member has not provided ICE with an email address.
Opting out of online voting
To opt out of online voting:
- Go to your MyICE profile.
- Click on the + sign next to 'Ballot & Voting Options' and tick the box to request the postal vote.
