Julie Bregulla

Julie is chief technical officer at the British Board of Agrément (BBA), which she joined in 2023. She oversees the quality and assurance teams, supporting the BBA in driving industry safety and quality through providing services that help clients by enabling innovation, identifying risk and demonstrating fitness-for-purpose. Julie has previously worked at TEDI-London (the Engineering and Design Institute London) and BRE (the Building Research Establishment). She is also a former ICE Trustee. 

Tim Chapman

Tim is recognised as a pioneer of change in infrastructure.

Joining Arup in 1987 as a geotechnical engineer he led design on many landmark buildings, overturning regulatory constraints to innovate whilst editing the ICE Manual of Geotechnical Engineering. Leading engineering on major global infrastructure schemes in the 2000s, including Crossrail, led to him chairing the committee which guided the industry on carbon reduction and ultimately his co-authoring of PAS2080:2016, the sole global standard for whole-life carbon management in infrastructure.

Tim continues to provide advice to Government on establishing better ways of delivering projects, including the Infrastructure & Projects Authority’s Value Toolkit. He helps government and clients to deliver successful projects, which achieve wider social value.

Nick Bucknall

Nick Bucknall is a Chartered Civil Engineer and has worked in the wider UK rail industry for 30 years. From supervising bridge replacement schemes as a graduate trainee with British Rail, Nick progressed to become a senior field engineer on HS1.

He joined RAIB at its formation in 2005 and has been responsible for developing rail infrastructure knowledge and investigation capability within the Branch. Nick has led investigations into various railway accidents and incidents, including the RAIB’s Carmont investigation report published in March 2022.

Dr. Lavinia Raganelli

Lavinia is a risk and safety consultant at Corporate Risk Associates, having joined the company full time in 2018. She also has a doctorate in probabilistic risk assessment from Imperial College London. Lavinia has been involved with the Hazards Forum for over 3 years and she is also the risk lead for the Women in Nuclear board of directors.

Andy Alder

Andy is Jacobs Vice President for Major Projects and Programmes in the UK. He is also Programme Director for Tideway, where he is responsible for delivery of all infrastructure on the project.

Andy joined Tideway from Crossrail where he was Chief Tunnel Engineer during the detailed design phase, managed procurement of a number of the tunnelling contracts, and was Project Manager for construction of all tunnelling work through the West End of London.

Andy has previously been responsible for the design of the LU Tottenham Court Road Station Upgrade, and DLR Extensions to London City Airport and Woolwich. Other projects that Andy has worked on include the Channel Tunnel Rail Link, the Jubilee Line Extension and tunnelling / metro projects In Ireland, Egypt, and Malaysia.

Andy is a Fellow of the Institution of Civil Engineers, an ICE Council Member and an ICE Trustee. He is co-chair of the Productivity Community Advisory Board as well as Chair of the Finance, Assurance and Risk Committee and a member of the Fellowship Panel. Andy is also a Fellow of the Association for Project Management and a Fellow of the Royal Geographical Society.

Andrew McNaughton

Andrew recently joined Aczel as a Partner. Aczel is a consultancy specialising in strategic change management and complex project delivery across multiple sectors.

From June 2016 Andrew served as Chief Operating Officer of the Systra Group, a French headquartered company with 7000 staff, globally, specialising in transport engineering and consultancy services. Andrew was previously Director of Engineering and Construction for Tidal Lagoon Swansea Bay Plc.

Andrew has over 35 years’ experience of delivering major infrastructure in the UK and overseas. As both a project manager and an executive officer he has been responsible for the delivery of many of the country’s major infrastructure projects over that time.

Prior to his appointment at Tidal Lagoon, Andrew was the Chief Executive Officer of Balfour Beatty plc. He held a range of executive positions in his 17 years at Balfour Beatty, including Chief Operating Officer and latterly Chief Executive Officer. From graduation he initially spent 12 years with the Kier Group, a period that included his involvement in the construction of Sizewell B nuclear power station.

Andrew is a Fellow of the Royal Academy of Engineering. He has served as a Vice President of the Institution of Civil Engineers (ICE) and was previously named Civil Engineering Manager of the Year by the Institution. In 2020, Andrew led a study on behalf of the ICE into the performance of infrastructure project delivery that led to a report. Welcomed across the industry, defining a Systems Approach to Infrastructure Delivery.

In July 2021, Andrew was appointed as a Non-Executive Director of the newly formed Board of AWE Plc, with specific responsibility for the infrastructure investment programme to support the current and future delivery requirements of the organisation.

Richard Davis

Richard is a business strategy and performance professional who originally joined Kier in 1988 as a Site Manager. He has operated at divisional board level defining the business strategy and measuring its performance against its key objectives. Prior to this he worked in a Group Assurance role establishing the business management system compliant with ISO 9001. His defining ability is being able to identify best practice and harness the skills, knowledge and expertise of the people within the business to deliver change and improvement. Allowing the people to own and perfect their individual ideas with colleagues and the wider business. Following the mantra of getting people to do ‘more of what they do well’.

Graham Braithwaite

Professor Braithwaite is Director of Transport Systems - one of the eight industry-facing themes that make up Cranfield University. Transport Systems covers seven centres: Air Transport Management; Advanced Vehicle Engineering; the National Flying Laboratory Centre; Engineering Photonics; Integrated Vehicle Health Management; the Digital Aviation Research and Technology Centre (DARTeC); and Safety & Accident Investigation.

In 2017, Graham successfully led a collaborative bid for funding under the Research England’s Research Partnership Investment Fund to create a Digital Aviation Research and Technology Centre (DARTeC) which opened in 2021. This £67m development includes the UK’s first operational digital air traffic control tower (opened December 2018), a ‘hangar of the future’ research facility which houses a Boeing 737 donated by British Airways, and a ‘airport of the future’ building. Industry partners include Thales, Saab, Boeing UK, Inmarsat, Heathrow Airport, Etihad Airways, Boxarr, Aveillant, Blue Bear Systems, Connected Places Catapult, Satellite Applications Catapult and the IVHM Centre.

Graham’s main research interests are in the fields of safety management, accident and incident investigation, human factors and the influence of culture on safety. Having completed a BSc (Hons) degree in Transport Management and Planning and a PhD in Aviation Safety Management from Loughborough University and in 2012, was given the honour of ‘Distinguished Alumni’ for his work in aviation safety and education.

In 2011, Graham led the University’s successful bid for its third Queen’s Anniversary Prize for Higher and Further Education - the highest honour that can be awarded to a UK academic institution. HM The Queen and HRH The Duke of Edinburgh presented the award at Buckingham Palace based on the University’s world-leading work in aviation safety. This was followed by the Flight Safety Foundation’s Richard Teller Crane Award for the University’s sustained corporate leadership in aviation safety.

Graham is the Accountable Manager for the University’s flying operation, the National Flying Laboratory Centre, and is also Professor in Safety and Accident Investigation. Since 2011, Graham has acted as an independent non-executive director on the Safety Review Board of TUI Northern Region Airlines (formerly Thomson Airways) and as Independent Safety Adviser to the Board of British Airways since 2015.

In February 2020, Graham collected the University’s sixth Queen’s Anniversary Prize – this time for the work of NFLC, which operates a unique SAAB 340B+ flying classroom and laboratory and light aircraft to provide an immersive flight test engineer course for over 20 UK Universities.

Graham is a Fellow of the Royal Aeronautical Society, Chartered Institute of Logistics and Transport and the International Society of Air Safety Investigators.

Simon Lawrence

Following an undergraduate degree in Civil Engineering, Simon spent 26 years with a multidisciplinary engineering design consultancy before joining the Health and Safety Executive’s Construction Engineering Specialist Team in early 2021. In private practice Simon specialised in the design and safety assessment of road and rail transport infrastructure with a parallel interest in building façade and structure inspections using rope access techniques. Simon developed a knowledge of work-at-height standards and regulations, Chaired the Industrial Rope Access Trade Association [IRATA] for two years and oversaw the appointment of the Association’s first Chief Executive along with the international expansion of its safety procedures.

Simon is a professionally qualified Chartered civil engineer with membership of both the Institution of Civil Engineers [ICE] and the Chartered Institution of Highways and Transportation [CIHT].

Outside of work, as a Magistrate Simon sat on the Cardiff Bench for over ten years, a role which afforded a helpful insight into the criminal prosecution process.

Patrick Hayes MEng MBA CEng MI.StructE.

Patrick is Technical Director at the Institution of Structural Engineers. He leads in the areas of climate action, computational design and structural safety. He oversees the management of the CROSS-Reporting Scheme on structural and fire safety.

Patrick leads the technical and engineering policy development of the Institution working closely with the Institution’s Members.

He has senior level oversight into all IStructE’s technical activity. He is the lead IStructE representative on relevant UK external bodies that represent Structural and Civil Engineering.

The role supports the ideals of knowledge transfer and sharing across the Institution’s global membership.

Throughout his career he has actively promoted new technologies and innovation on projects. He is active in promoting MMC and has spoken extensively and co-authored several papers on MMC.

He was previously Head of Structures and Board Director at Meinhardt UK and Head of DfMA for Meinhardt Group.

He was also previously a Board Director at Walsh Associates from January 2000 to March 2014.

From 1988 to December 1999 Patrick was with Arup, where he became Associate. He was instrumental in drafting the Arup “Typical Details” manual.

Patrick has been an engineer since 1988 and chartered since 1993. Patrick has designed structures in both the UK and overseas. His experience covers schools, universities, laboratories, commercial, residential and mixed use developments. He has led designs of buildings in steel, concrete, pre-stressed concrete and traditional materials. He has also designed bridges and civil engineering infrastructure. Patrick has also advised the BRE on the “Green Guide to specification” and recently the RIBA DfMA to the Plan of Works.
