Overview
Health and safety in design is one of the most significant risks designers manage in their daily work activities. Designers have a responsibility, both legally and morally, to design out risk from the outset of projects. Safety in Design Principles will be shared to explain how a clear understanding and framework can be used to support risk reduction in design, which will save lives throughout the lifecycle of structures and infrastructure.
Focusing on the roles of principal designer and designer, within the CDM Regulations, examples will show the impact of influencing risks to health and safety from the outset of a project. These will show how decisions taken at the pre-construction phase, together with a strong health and safety culture, can have a major effect on the delivery of H&S on a project.
In the event of a serious work-related incident, where a breach of a duty holder’s legal responsibilities is suspected, the role of the HSE will be explained. The HSE must investigate all reasonable lines of inquiry. Where appropriate, such investigations can include ’track back’ from the point of an incident on site, to consider the design duty holder’s responsibilities and actions. Learning from these events will support designers in continuous improvement in design safety.

Alexandra Koutsouki
Alexandra has worked as a Bridge Engineer for the past 10 years in highways, rail, and water projects across the UK. More recently Alexandra has taken up the role as Principal Designer helping communicate design risks, working with a wide range of people and designing out issues that could cause harm. She combines her construction and design knowledge to great effect and holds a NEBOSH National Certificate in Construction Health and Safety.
Alexandra is a Chartered Engineer and a Member of the Institution of Civil Engineers and has received the award of “Highly Commended” in the 2019 ICE Wales Ben Barr Award category.

Toria Thomas
Toria is Arup's Global Safety in Design Manager, promoting continuous improvement of Safety in Design in adopting innovative designs, new sustainable solutions and thinking that will reduce health and safety risk throughout the lifecycle of projects. She was previously the Health, Safety and Wellbeing Leader for Arup's UK Highways Business, an accredited Principal Designer Lead for complex multidisciplinary infrastructure projects and an active Safe by Design Advisor.
She is a Chartered member of the Institution of Civil Engineers, holds the NEBOSH Construction Certificate and is a member of National Highway’s Supply Chain Safety Leadership Group and Principal Designers Working Group. She is based in Wales and works with colleagues across the world in design safety and sharing best practice.

Simon Lawrence
Following an undergraduate degree in Civil Engineering, Simon spent 26 years with a multidisciplinary engineering design consultancy before joining the Health and Safety Executive’s Construction Engineering Specialist Team in early 2021. In private practice Simon specialised in the design and safety assessment of road and rail transport infrastructure with a parallel interest in building façade and structure inspections using rope access techniques. Simon developed a knowledge of work-at-height standards and regulations, Chaired the Industrial Rope Access Trade Association [IRATA] for two years and oversaw the appointment of the Association’s first Chief Executive along with the international expansion of its safety procedures.
Simon is a professionally qualified Chartered civil engineer with membership of both the Institution of Civil Engineers [ICE] and the Chartered Institution of Highways and Transportation [CIHT].
Outside of work, as a Magistrate Simon sat on the Cardiff Bench for over ten years, a role which afforded a helpful insight into the criminal prosecution process.
