Overview

A useful course consisting of five sessions to develop knowledge and understanding of ethics and professional development in Civil Engineering. Delivered by industry experts, this course is designed for those progressing towards professional engineering registration and will help develop attributes in this area. The course aims to provide an in-depth understanding of UK ethics and professional development and summarises the above through a case study in the penultimate session.

The course takes you from understanding how corruption takes root on complex projects, through to the practical controls that prevent it - and closes with a deep dive into the updated ICE Code of Professional Conduct.

Across the five weeks, you’ll cover corruption risks in infrastructure, how bribery and fraud typically emerge during construction, procurement safeguards, and a live case study applying real ethical dilemmas to a hypothetical highway project.

The online sessions are scheduled for five consecutive weeks, as outlined below.

Joining instructions will be issued the week before, to the email address you have registered with, where session titles and speakers will also be detailed. For any session you cannot attend in person, a recording will be made available to you so that you can catch up on the content you missed.

Attending this course contributes directly towards your Continuing Professional Development. We will issue you a certificate after the last session, provided you have attended all sessions either at each live event or from watching the recordings. 

Please note that this course will cost £30 for members, £15 for students and £60 for non-members (price inc. VAT).

Alex Katon

Alex Katon is co-founder and Executive Chair of GIACC-UK. He is also the founder and CEO of Arc Energy Consulting, a UK-based electricity and infrastructure market consultant for the UK, Middle East and Africa. He is a Fellow of the Institute of Chartered Accountants of England and Wales and a member of the Institute of Directors.

During his career he has worked in infrastructure project development and senior management in the Middle East and Africa (MEA) region for companies such as International Power and Engie. He was latterly CEO of Summit Global Power, Sumitomo Corporation’s MEA infrastructure business. 

He also worked in investment for UK government-funded organisations such as CDC (now British International Investment), Globeleq and InfraCo Africa, a project development company for Sub Saharan Africa infrastructure. He was CEO of InfraCo Africa, implementing ISO 37001anti-bribery management system to help manage corruption risks in project development and construction.

Paula started life as a civil engineering apprentice with her local council straight from school. At Sir Robert McAlpine she oversees the professional development of future ICE members and manages the Social Value for the A19 DBFO Project as well as effecting positive changes through several Affinity and leadership groups.

 Her career has been wide ranging and varied and has included significant roles on high profile projects including the Thames Barrier, Hinkley Point C and DUBAL Aluminium. She is a Chartered Fellow of the ICE and the Chartered Management Institute as well as being a Fellow of the Women’s Engineering Society.

 Paula strongly believes in inspiring our next generation of civil engineers and educating everyone to work towards an equitable and sustainable future. She is regularly invited to speak at national and international events on a range of topics including engineering, diversity and sustainability.

Alex Garman

Alex is a chartered civil engineer with over ten years’ experience in the technical design and delivery of infrastructure and building projects in the UK and abroad.

Alex has worked on a wide range and scale of projects in the rail, master planning, nuclear and aviation industries, including a role as construction manager for HS2 and time spent working overseas in India. More recently, he has been involved in the design of complex flood defence schemes in Lewes, utilities master planning for Engie and strategic site feasibility studies for Berkeley Homes.

Alex’s breadth and depth of experience have also enabled him to advise on construction innovation consultancy projects. For example, Alex helped to lead the i3p Earthworks Tiger Team research project, which looked at opportunities to improve productivity and sustainability when undertaking major earthworks projects.

Alex feels passionately about actively contributing to the civil engineering industry. He is a chartership reviewer for the Institution of Civil Engineers (ICE) and is a member of the New Civil Engineer Advisory Board. Alex also sits on the editorial panel for the Smart Infrastructure and Construction Journal, and mentors students through schemes run by the University of Bristol and the ICE to help inspire the next generation of engineers.

Week 1: Corruption in Infrastructure: Overview

    An introduction to the impacts of corruption and the factors that allow it to flourish on infrastructure projects, including complex contractual structures, diversity of skills, project phases, large project costs, uniqueness and technical complexity, project location, ability to conceal corruption, and insufficient anti‑corruption controls.

Week 2: How Corruption Takes Place in Construction

    An explanation of the types of corruption that occur during the construction phase (e.g., bribery, fraud, extortion), including examples of how they typically arise.

Week 3: Preventing Corruption in Procurement and Construction

    Speaker: Alex Katon

    A review of key measures to help prevent corruption during procurement and construction, such as corporate compliance procedures, personnel controls, bidder due diligence, tender and contract conditions, competition, objectivity, exemptions control, fair bid evaluation, transparency, auditing, monitoring, and reporting.

Week 4: Galaxy Highway Case Study

    A hypothetical case study presenting a series of ethical dilemmas across the various phases of the Galaxy Highway project. Participants will apply knowledge from previous sessions through narrative scenarios and guided discussion questions.

Week 5: ICE Ethics Code of Conduct

    Join us for a focused session on the updated ICE Code of Professional Conduct and how the ICE Ethics Committee is helping to maintain the highest standards of ethical and professional behaviour expected of all Members, looking at the challenges that engineers face across our industry.

    This session will also explore the modernisation of the Code, including clearer and more accessible language, strengthened emphasis on sustainability and responsible practice—reflecting ICE’s broader focus on ethical and sustainable development within its professional standards framework.

    We will additionally consider how the evolving digital landscape and emerging technologies, such as Artificial Intelligence, present new ethical dimensions for engineers — and how the updated Code and the work of the Ethics Committee support Members in navigating these challenges effectively.
