Book nowThe Carlingford Lough Greenway is a transformative 20km cross-border active travel route linking Newry in Northern Ireland with Carlingford in County Louth. Delivered through a partnership between Newry, Mourne and Down District Council, Louth County Council and the East Border Region, the project provides a high-quality, accessible walking and cycling corridor that enhances regional connectivity and promotes sustainable travel.
The presentation will explore route optioneering, design development and construction, highlighting the key challenges encountered in delivering a complex cross-border scheme. These included working within a constrained waterfront environment, maximising existing railway and canal infrastructure, managing landowner and stakeholder interfaces, and addressing design and constructability constraints.
A key engineering feature is the 1km elevated boardwalk, requiring innovative structural and construction solutions to minimise environmental impacts while providing a safe, durable and accessible route.
The presentation will demonstrate how collaborative design, engineering innovation and effective construction planning enabled these challenges to be overcome and a significant regional active travel asset to be delivered.

Ciara Lappin is a Technical Director, Chartered Civil Engineer and Fellow of the Institution of Civil Engineers (FICE), with over 25 years’ experience leading the design and delivery of complex multidisciplinary infrastructure projects across the UK and Ireland. Having joined Doran Consulting in 1999 and been appointed Technical Director in 2016, Ciara provides strategic and technical leadership across infrastructure, transportation, rail, education, public realm, active travel, leisure, water and wastewater projects. An NEC4 Accredited Project Manager and Advanced Accredited Contracts Manager, she combines strong technical expertise with extensive experience in project delivery, procurement, contract management and multidisciplinary team leadership. Ciara is Vice Chair of the ICE Northern Ireland Regional Committee and was recognised with the 2024 Women in Construction Award for Excellence in Senior Leadership – Engineering.

Neil Sweeney is a Project Manager and Civil Engineer with over 20 years' experience delivering complex infrastructure and construction projects across Northern Ireland and the Republic of Ireland. Throughout his career, he has successfully managed a diverse portfolio of works including civil engineering schemes, utility frameworks, residential developments and major sports infrastructure projects.
