Harry W Smith became borough engineer and surveyor of scarborough in 1897. Over the next 36 years he left a profound mark on the town’s development. His works involved many of the features of Scarborough that will be familiar to the visitors of today, such as the Café Under the Clock, the open-air theatre and numerous parks and gardens.
He introduced beach bungalows, an idea later widely adopted by other seaside resorts, and pioneered modern bathing facilities with a tidal pool replacing the by then outdated bathing machines.
He took on direct responsibility for the completion of the Marine Drive which had been plagued by, amongst other issues, bankrupt contractors and storm damage.
He was also responsible for the Scarborough’s War Memorial on Oliver’s Mount which provides a commanding obelisk visible from both land and sea.
Smith oversaw major housing and infrastructure projects, directing slum clearance, laying out new estates and improving key roads and public spaces, including St. Nicholas Cliff, Aberdeen Walk, and Valley Bridge.
At his retirement in 1933 he reflected proudly that Scarborough’s public pleasure grounds had grown from 55 acres to around 350. Harry W Smith’s legacy remains visible today across Scarborough – in its parks, promenades, and public buildings, a testament to his vision, energy, and lifelong dedication to the town.

This event is held as a memorial to deeply missed late YH RICE committee member, Peter Cooper, whose contribution as editor of the 2023 edition of the Streets of Scarborough publication detailed the significance of Smith's impact on the town.
