Lewis Barlow

Lewis Barlow is the ICE’s Trustee for Carbon and Climate and a leading expert in whole life infrastructure decarbonisation. With over 25 years of experience, he advises local authorities, developers and governments on achieving net zero.

Lewis has managed environmental risks and minimised carbon emissions on projects around the world, earning international recognition for his contributions to the climate crisis. 

As a regular guest lecturer and ICE Tutor, Lewis promotes professional development and actively shares best practice on carbon reduction. He authored and continues to present the ICE’s Carbon Management in Infrastructure and Carbon in Infrastructure Procurement courses. 

Instrumental in developing new carbon management technical guidance and policy, Lewis has significantly impacted major projects and programmes, including through his secondment to the Scottish Government, where he worked on the £5 billion City and Regional Growth Deals capital investment programme. 

Lewis plays a pivotal role in shaping the ICE’s approach to infrastructure decarbonisation, steering the ICE’s Carbon Management Plan and contributing to PAS 2080: Carbon Management in Buildings and Infrastructure.

He advocates for the uptake of PAS 2080 and emphasises the vital role of civil and infrastructure engineers in connecting national net zero targets with project delivery. 

Kevin Smith

George Tarvit

George is a director of the Sustainable Scotland Network (SSN). 

He has experience of climate change policy, carbon accounting, public sector climate change reporting, managing events and communications, and working with a wide range of organisations to support public sector action on climate change and sustainable development.

Dr Jannik Giesekam

Dr Jannik Giesekam is a Chancellor's Fellow in the Department of Civil and Environmental Engineering at the University of Strathclyde and the department's Deputy Director of Knowledge Exchange: Policy Engagement. His research and consultancy focusses on the policy and practices required to deliver net zero carbon buildings and a more circular economy.

Jannik primarily focuses on problem-oriented policy relevant research. He has undertaken work for the Department for Transport, Department for Environment, Food and Rural Affairs, the Green Construction Board, the Climate Change Committee and the Scottish Government, including the development and provision of National Indicators.

He also undertakes applied consultancy with past clients including Zero Waste Scotland, Glasgow City Council, the International Finance Corporation, the UK Green Building Council and the Rail Safety and Standards Board. He is a core member of UNEP’s Whole Life Cycle Policy Coalition and one of DESNZ’s 5 UK nominated National Experts to the IEA Energy in Buildings and Communities Technology Collaboration Programme Annex 89 ‘Implementing net-zero emission buildings’.

He has participated in over 20 expert advisory groups on embodied and whole life carbon assessment for organisations including the Institution of Civil Engineers, the Science Based Targets Initiative, and the Ministry of Housing, Communities and Local Government.

He has contributed to a range of professional standards, such as participating in the Expert Panel for the RICS Professional Statement on Whole Life Carbon Assessment for the Built Environment and as a task group member in development of the UK Net Zero Carbon Building Standard. He has co-authored widely referenced roadmaps, such as the UKGBC Net Zero Whole Life Carbon Roadmap for the UK Built Environment, and policy proposals, such as Part Z.

On request he has provided expert review for the Climate Change Committee, Chatham House, the Overseas Development Institute, DfT, MHCLG, the Infrastructure and Projects Authority, and the Institution of Structural Engineers.
