Anna Tyler
As an ICE Ambassador, Anna Tyler stands at the forefront of inspiring the next generation of engineers.
The judges highlighted her passion and her commitment for STEM outreach, and the impact she continues to have on students across the region.
“Anna is a very deserving winner.
She has shown real passion for supporting young people and encouraging them to see the opportunities available in STEM and engineering. Her mentoring with Year 9 EDT Bronze Project students is a great example of how she makes engineering more interesting and accessible.
She has also made a strong contribution through the ICE Early Careers Network, helping to bring people together and build a wider engineering community.
What stands out is her enthusiasm, commitment and the positive impact she is having on students, early career professionals and the local STEM network.
It is lovely to recognise Anna for all the work she has done and the difference she is making.”

Anna will now represent the East of England region in the UK competition final.

Every entry is reviewed in detail against the awards criteria before winners are decided.
Our judging panel role is to recognise outstanding work that represents the best of civil engineering in the region and sets a standard for others to follow.
Jackson Civil Engineering

I am a senior contracts manager with 45 years of experience in the civil engineering industry working for a regional contractor. Throughout this time I have worked to develop relationships with our designers, suppliers and clients. Working with them to achieve the scheme they envisaged in a timely cost effective manner.
My achievements have been based on technically challenging temporary works requirements that have required innovative solutions. This has led to me becoming both the contractors responsible engineer and engineering manager for Network Rail schemes.
Recently as design co-ordinator I have managed a programme of Outline Design for Low Risk Debris Screens across the midlands working closely with our designers to provide a buildable solution that is code compliant.
I have been chair of the Suffolk Branch of the ICE for 7 years.
Robert Bird Group UK

Kirstie Broadbent is an Associate in Geotechnical Engineering at Robert Bird Group and a Chartered Fellow of the ICE with experience across major UK infrastructure projects, including Crossrail and HS2.
She brings a distinctive blend of industry and academic expertise, having held various roles with contractors such as Skanska and Kier followed by her position as a Senior Lecturer & programme leader in civil and geotechnical engineering at the University of Hertfordshire.
An active ICE mentor and experienced awards judge, Kirstie offers deep technical insight, professional rigour, and a strong commitment to developing the next generation of engineers.

Lewis is a chartered civil engineer with extensive experience leading the planning, design and construction of urban infrastructure across the UK.
Lewis brings particular expertise in the design of healthy streets, sustainable drainage systems and utilities, marshalling infrastructure in the service of urban design.
Anglian Water

Andy is a civil engineer and leader of major infrastructure programmes. He is currently Managing Director of Major Infrastructure Delivery at Anglian Water, responsible for leading circa £3bn of strategic infrastructure projects to secure future water supply, enhance the natural environment and enable economic growth. These include the 600km strategic interconnector programme to deliver a water supply network across the east of England.
Andy was previously Programme Director for Tideway, and led the design and construction of major projects including Crossrail Western Tunnels, Dublin Tram and Docklands Light Railway Extensions.
Andy is a Chartered Civil Engineer and Chartered Project Professional, and a Fellow of the Institution of Civil Engineers and the Association for Project Management. He is chair of the ICE’s Audit Committee and ICE’s group leading improvements in productivity in the infrastructure sector and engineering safety management.

I am an Engineering Manager and Fellow of the Institution of Civil Engineers, specialising in Construction Engineering with expertise spanning both permanent and temporary works design.
My career has bridged structural design, temporary works management, and engineering leadership on major infrastructure and development projects, delivering complex and innovative construction solutions in challenging environments. Alongside project delivery, I actively support the profession as an ICE Reviewer and contributor to the Temporary Works forum, promoting industry best practice and professional development.
I was also a finalist for the 2026 Inspiring Women in Construction and Engineering Awards in the Inspirational Leader – Contractor category.

Claire has over 25 years experience working with UK based contractors. Her experiences span projects of all sizes, across many sectors at preconstruction, delivery and handover stages. She is a Fellow of the Institution of Civil Engineers currently working as Technical Services Director at Skanska, where she is responsible for planning, digital delivery, engineering surveying, GIS, and project controls.

Nicola has over 35 years’ experience working in flood risk management, in both consultancy and for the Environment Agency.
Nicola has been Chief Engineer to the Middel Level Commissioners since 2023 leading the engineering and operational teams that manage water within the Cambridgeshire Fens. With a keen interest in the history of Fenland drainage Nicola takes every opportunity to promote civil engineering alongside the activities of the Commissioners.
As an active member and secretary of the ICE Peterborough Branch for 20 years she supported professional learning and promoted civil engineering to students, prospective members, and the wider communities that benefit.

Oliver is one of two directors and the founder at Flood & Civil, a team of innovative and passionate civil engineers and flood risk experts. Oliver has design and consultancy experience working in all sectors, from commercial to residential, industrial, education, parks and public realm, sports venues and more.
With over a decade specialising in sustainable drainage, flood risk, infrastructure and highways design, Oliver brings a wealth of knowledge and creative approach to each and every challenge.

Dr Jennifer Laight is an Associate Director, Climate and Sustainability Services and manages the Environment Agency's Collaborative Delivery Framework across the Midlands and North East & Yorkshire for Arup.
Jennifer is a Fellow of the ICE and specialises in leading infrastructure projects, predominately in the field of flood risk management, resilience and adaption, and helps her clients to deliver impactful solutions through a whole systems approach.

Stuart is an engineering manager for Kier Design, a Chartered Member of the ICE and also Chair of the Norfolk Branch of the ICE .
He is enthusiastic about generating buildable and sustainable solutions to engineering challenges faced on the projects we deliver as Civil Engineers.

I am a Chartered Civil Engineer with over 20 years’ experience leading asset strategy and lifecycle management across complex infrastructure environments.
Currently the Asset Investment Director at Connect Plus, I oversee long-term asset strategies and handback readiness. My career includes pivotal roles at Transport for London, where I served as Department Representative on complex contracts, managing stakeholder interfaces and strategic risks, including the A13 DBFO and Silvertown Tunnel PFI.
I actively support talent development as a Delegated Engineer, Mentor and reviewer, and I am honoured to serve as a judge at the ICE East of England Merit Awards.

Chris is a Chartered Civil Engineer and currently holds the role of Interim Head of Structural and Geotechnical Engineering for Kier Design, based in the Norwich office.
With over 20 years’ experience in structural engineering, primarily in the transportation sector, he specialises in technical leadership, design assurance, and project delivery on complex infrastructure schemes. Chris has held key roles on major programmes such as HS2 and national rail projects.
A graduate of Loughborough University, he is also a Supervising Civil Engineer, supporting the development of future professionals. He is recognised for delivering high-quality engineering solutions and building strong, collaborative teams.
Laing O'Rourke

A chartered civil engineer with 20 years' experience in the construction industry working with Laing O'Rourke on some of the more icon projects across the UK.
I have worked on hospitals, ports, shopping centres, high-rise residential, rail and now power. I am currently a project director leading an expansion of a substation for National Grid, critical national infrastructure for the UK to enable digital growth. This project is a significant scheme, located in north London.

Sustainability Programme Manager (Reservoirs)
Craig Hopkinson is the Sustainability Programme Manager for the multi-billion-pound Reservoir Programme at Anglian Water, where he leads the integration of sustainability principles across major infrastructure delivery. With prior experience on the Strategic Pipeline Alliance, he has played a key role in shaping and implementing sustainability strategies for large-scale water projects.
A graduate of Loughborough University in International Business, Craig combines strong commercial awareness with a passion for environmental stewardship. He is particularly focused on embedding carbon-conscious cultures within project teams, ensuring sustainability is not only considered but actively delivered in practice.

The Cromer and Mundesley Coastal Protection scheme has won the ICE East of England People's Choice Award, recognising the project's positive impact on the local community.
The scheme protects homes, businesses and vital infrastructure along one of England's most vulnerable stretches of coastline, safeguarding Norfolk's coastal heritage for generations to come.

The project, delivered during the busy summer season using the SCAPE framework, effectively engaged the local community and stakeholders, raising awareness about coastal challenges and protection measures.
At Cromer, 38,000 tonnes of rock were placed on the shoreline west of the Cromer pier, along with a concrete apron and access improvements.
Mundesley saw placement of 30,000 tonnes of rock along the seawall and remedial works on the existing sea walls to manage sediment flow.
Project cost: £19.5 million

Greater Anglia station condition and hidden critical element survey
This pioneering project delivered a portfolio of structural and asset condition surveys across 47 Greater Anglia-managed stations within Network Rail’s East Anglia Area 1.
The project was designed to enhance the long-term resilience of the regional railway infrastructure, the work focused on proactively identifying and mitigating hidden risks in the built environment to improve safety, sustainability, and operational continuity.
Innovative data capture methods were central to success. Drone technology was deployed at 14 stations to access high-level and hard-to-reach areas safely, significantly reducing disruption and eliminating the need for scaffolding.
3D mesh models and digital twins enabled repeatable off-site defect validation, while updated Location Reference Diagrams (LRDs) ensured future surveys are based on precise, verified layouts.
A bespoke HCE Prioritisation Tool was introduced to risk-rank over 140 identified elements based on condition, material, structural significance and environmental context.
Project cost: £125,000

Strategic Pipeline Alliance
The Strategic Pipeline Alliance (SPA) is creating hundreds of kilometres of new, interconnecting pipelines to help combat the impact of climate change.
The aim of this project is to make one of the most rapidly developing regions in the country resilient to the risks of drought by securing water supplies for future generations.
SPA is one of the largest infrastructure projects for a generation.
Key project partners come together on SPA to achieve the following objectives:
SPA have installed over 200km of pipeline, with significant portions of the route being completed between Downham Market to Bury St Edmunds and Bury St Edmunds to Colchester.
The team led a disruptive challenge process which identified around 210,000 tCO2e of carbon reductions, equivalent to a 66.7% carbon reduction across the entire project.
Project cost: £1.2 billion

University of Hertfordshire – Spectra Building
Spectra is a new five-storey, steel-framed landmark building at the University of Hertfordshire, designed to support engineering, computer science, physics, astronomy, and mathematics.
It houses CDIO (Conceive, Design, Implement, Operate) spaces, workshops, labs, computer rooms, specialist teaching areas, offices, social spaces, and areas for showcasing innovation.
A key design goal was long-term adaptability-ensuring the building can evolve with future pedagogies, growth in occupation, and specialist equipment needs, making it a future-proof environment.
The Architect, Structural & MEPH Engineers, and Project Managers worked as one to run departmental engagement sessions combining specialist functions into shared labs and workshops where affinities existed.
This was further refined with Morgan Sindall and their supply chain to maximise efficiencies.
Spectra introduced a transformative approach to teaching, merging student learning with cutting-edge research by professors and industrial partners.
Professors now work in open-plan spaces, moving away from traditional ‘us and them’ structures to foster greater collaboration and student engagement.
Project cost: £67 million

Paul Pankhurst
Paul joined Tony Gee in 2001 as one of the businesses first ever sponsored students. After a period working from the Hong Kong office and gaining ICE Chartership, he became a group director in 2022 followed by LLP membership in 2023.
Paul now heads the flagship St Albans office focusing on structures and highway assets. A career dedicated to engineering spanning 25 years has seen Paul work on some of the most important and influential civil engineering schemes.
Over this time, he was coached and developed by the founders of the business and in turn has passed this on, helping to guide and shape the lives of countless young people and those new to the industry through this culture.

Amy Pymont
Amy exemplifies integrity and professionalism through her dedication to both her role at AECOM and voluntary work.
While balancing a full-time engineering position with academic study, she graduated with First Class Honours in Civil Engineering in 2024 – demonstrating resilience, discipline and a strong work ethic.
Her consistent performance and recognition from project leads led to her promotion to Engineer in 2024, just 5 years after joining AECOM as an apprentice.
Amy actively supports the wider community by volunteering at careers fairs, delivering mock interviews and CV workshops to over 200 Year 11 students, and leading AECOM’s work experience sessions.

Inez Porter
From teaching maths to struggling students as a higher-level teaching assistant to co-leading schools outreach programs, Inez has shown incredible dedication to inspiring the next generation of civil engineers.
She’s created innovative online work experience schemes, partnered with local schools, and consistently opened doors for students who might not otherwise see civil engineering as accessible.
