I am a Chartered Civil Engineer that has worked across the UK on mega projects, multi-billion pound programmes and frameworks through various delivery models, sectors and organisations. I became a Fellow of the ICE at 33, after being told by my father that he prayed he would live to see me achieve Fellowship.
I have worked tirelessly to make my family proud, representing engineers from my heritage as a Bangladeshi-Irish Muslim and a proud Black Country local. We are more than our jobs, but the profession of civil engineering is an integral piece of me that forms part of the whole picture.
I am dedicated to advancing social mobility for a fair society, where the future is protected for all life. I have formed pro-bono organisations to mentor engineers globally, build ties between various communities and develop/share best practice in Civil Engineering.
I am also a professional reviewer and an experiential learning assessor for the ICE. If elected to the ICE Council, I would aim to bring the broadest range of benefits to members, seeking the views of the broader membership globally on the changes they want and help to shape the ICE for future needs.

I am currently serving as Principal Structural Engineer for the Defence Infrastructure Organisation (DIO). I am a Chartered Civil Engineer with the Institution of Civil Engineers (ICE) and a Chartered Scientist with the Institution of Science and Technology (IST).
In my role, I lead structural policy and standards for the UK Ministry of Defence and act as Senior Authorising Authority for Work at Height across the Defence Estate. I provide intelligent client oversight for design reviews on complex projects and work closely with ICE members across the Defence supply chain, wider government, and the Armed Forces, including the Royal Engineers.
I am passionate about developing future engineers. I actively mentor candidates preparing for ICE membership and other registrations, supporting CEng, IEng, and EngTech applicants, having achieved each myself through the Engineering Council.
If elected to Council, I will:

As a Chartered Civil Engineer, Chartered Surveyor, and Chartered Construction Manager, I am dedicated to advancing the civil engineering profession through leadership, education, and public service. I worked as an engineer on A1(M), one of the UK’s first Design, Build, Finance, and Operate (DBFO) transport projects, an experience that shaped my understanding of innovation, collaboration, and long-term infrastructure stewardship.
In my capacities as Deputy Chair of the ICE Council and Chair of ICE London, I chair Knowledge Events at One Great George Street, I continue to promote technical excellence, ethical governance, and a culture of inclusion.
I serve on the QUEST Scholarship Committee, act as a CPR Reviewer, host the ICE Open House London Boat Trip, and serve as Keynote Speaker at the International Sustainable Ecological Engineering Design for Society (SEEDS) Conference, reflecting my commitment to professional development and community engagement.

Osman Ghafoor EMBA MEng CEng FICE CMgr FCMI

I am a Senior Design Manager with over 13 years’ experience delivering major infrastructure projects across the UK, including highways, bridges, geotechnics and rail. I became a Chartered Member of the institution in 2019 and a Fellow in 2025.
I currently lead large, multidisciplinary teams on HS2, overseeing delivery across the full project lifecycle, from conceptual design through to construction and handover. My career combines technical proficiency with strong leadership in safety, commercial management, and programme delivery on nationally significant schemes.
I have been an active advocate of the Institution throughout my career. I have acted as both a Delegated Engineer and a Supervising Civil Engineer, supporting graduate members towards Incorporated and Chartered membership.
In these roles, I have reviewed experience reports, provided structured feedback, and conducted mock Professional Reviews. I have also assisted undergraduate civil engineering students through university outreach, including advice, mentoring and delivering talks to promote the profession and encourage wider participation.

Asa Lofstedt CEng MICE

I joined the Institution of Civil Engineers as a Graduate Member in 2016 while studying at Newcastle University and achieved Chartered Engineer status and full Membership in 2025.
I currently work as a Design Manager on major global infrastructure projects, including the Heathrow Expansion Programme and NEOM – THE LINE.
These roles have given me broad experience across multidisciplinary teams, complex stakeholder environments, and the interface between design, construction, and delivery at scale.
Alongside my professional role, I am strongly committed to supporting the next generation of engineers. I actively contribute to the institution as a Delegate Engineer, STEM Ambassador, and Arkwright Scholarship mentor.
I am particularly passionate about improving access to the profession (especially females) promoting high professional standards, and strengthening the link between education, training, and practice.

I am a member of the Institution of Civil Engineers (ICE), starting as a graduate member, becoming a Chartered Member (1993) and then a Fellow (2013). I am also an ICE Professional Reviewer, Further Learning Exam Marker and End Point Assessment Assessor.
I am currently an Engineering Manager at Jacobs, involved in the delivery of major projects primarily on transportation projects. I am privileged to have had the opportunity to work both in the UK and overseas, which not only broadened my professional experience but also my perspectives in working with a multi-culturally diverse team.
I am passionate in sharing the importance of engineering to society and in supporting young people in my role as a mentor, Supervising Engineer, and STEM Ambassador. As an awardee of the Royal Academy of Engineering Visiting Professor Scheme (2020-2023), I had the wonderful opportunity to inspire students on what engineers can contribute to delivering sustainable solutions to world challenges.

Colin Buckle CEng FICE

I am a chartered civil engineer who is passionate about promoting and supporting early career professionals, especially Apprenticeships, which led to my Fellowship in 2023.
I’ve been a member of the ICE for 20 years, an SCE for five years, and a current member of the ICE’s Civil Engineering Employers Training Group. I’ve sat on the Skills England Construction Apprenticeships Route Panel for two years and on the Technical Apprenticeships Consortium National Group since 2023.
I worked for a contractor for 15 years building and maintaining bridges and roads across England, and eight years as a consultant in various different design, client, and site supervision roles. I’ve always been proud to lead by example in whatever my role was on both local authority and major national projects.
I want to be a member of the ICE Council in order to represent the views and needs of our early careers and neurodiverse members and all those that support them. I want to help the ICE to navigate the challenging, and ever changing environment, our members are faced with in order to ensure professional development matches the needs of our members, our industry, our employers, our clients, and keeps everyone safe.

As a civil engineer with international experience in both contracting and consulting, I have specialised in temporary works and permanent works design.
I am proud to be a Fellow of both the Institution of Civil Engineers (ICE) and the Chartered Management Institute (CMI), and I currently work as an Engineering Manager at Balfour Beatty. In this role, I lead multidisciplinary teams to deliver major infrastructure projects, focusing on safety, efficiency, and high-quality engineering outcomes.
My work demands close collaboration across design, construction, and commercial teams, paired with clear communication with stakeholders at every level—from site teams to senior leadership. This experience has sharpened my ability to blend technical expertise with hands-on project delivery.

Lin-Hai Han PhD FICE FIStructE FASCE MEASA

I am a tenured professor at Tsinghua University and served as President of Guangxi University (2022-2025). I am a Fellow of the ICE and a board member of the ICE China Advisory Boards, a Fellow of the IStructE, and a Distinguished Visiting Fellow of the Royal Academy of Engineering. I am also an Ordinary Member of the European Academy of Sciences and Arts (EASA).
My research centred on high-performance and sustainable structures. I am ranked among the top 5 scientists worldwide for Career-Long Impact in Civil Engineering (Stanford/Elsevier’s World’s Top 2% Scientists). I founded and chair the subcommittee for Steel-Concrete Composite and Hybrid Structures (ISO/TC 71/SC 9). My work was recognised by the ISO Excellence Award and the ASCE Distinguished Service Medal Award-Region 10.
I led the development of the international standard ISO 16521:2024, which has been adopted as a British Standard (BS ISO 16521:2024), as has Denmark, the Netherlands and Belgium. I have promoted international engineering education and built strong collaborations with UK institutions.

I am a Civil Engineer with over 10 years’ experience working on major UK infrastructure projects, predominantly on the Thames Tideway Tunnel. With the help and support of the teams and people I’ve met along the way, I’ve been fortunate enough to develop a strong background in project delivery, with a focus on temporary works and heavy lifting operations, working in high-risk environments, often with multiple workfaces.
I currently provide independent and objective technical assurance to multi-disciplinary project teams, as an Engineering Manager on behalf of EQUANS, and support the development and growth of the temporary works team with the wider objective of promoting sound engineering practice within the business.
Alongside my role, I am also an active ICE Reviewer and BSI Committee member, highly passionate about progression, through supporting the next generation of Civil Engineers, and challenging the status quo.

I have been an ICE Fellow since 2015 and a member for more than 23 years. As an independent consultant trading as Pivotal Management Consulting Ltd, I support major infrastructure clients in identifying and resolving critical risks, issues and blockers across the public and private sectors.
My experience spans advisory, consulting and programme leadership roles in the nuclear, renewable energy, water, highways, rail, housing and regeneration sectors, both in the UK and internationally.
I am an active ICE volunteer, having served as Chair of the Management Expert Panel, member of the joint ICE/Institute and Faculty of Actuaries Risk Group, and currently as a Policy Fellow and steering committee member of the East Midlands Infrastructure Partnership.
I have contributed to key ICE initiatives, including the In Plain Sight Report, and recently co-authored a proposal to the Trustee Board to help rebuild public trust in infrastructure projects by embedding Risk and Uncertainty Management as core professional competencies.

I am a Senior Engineer – Transportation with Egis in Ireland, bringing over 10 years of experience delivering complex highway and active travel infrastructure projects within multidisciplinary teams. I operate across design leadership, stakeholder engagement, and risk-informed decision-making, ensuring alignment with national priorities around safety, sustainability, and mobility.
Having worked across multi-regional teams, I offer a perspective shaped not only by technical delivery but by a deep appreciation of how infrastructure influences communities and quality of life.
Beyond my day-to-day role, my involvement with the Institution is deeply personal. I am an Incorporated Engineer, a Professional Reviewer, and Chair of the ECNet Committee in the Republic of Ireland.
I mentor and engage with graduates through university visits and industry events, helping early-career engineers feel heard, supported, and inspired. I am progressing toward CEng status, reflecting my commitment to continual professional development.

I am currently Chief Engineer at the Department for Transport, providing technical and operational advice on major infrastructure projects and focusing on value, risk management and innovation. Until recently I also led DfT’s construction decarbonisation programme.
Prior to that I spent 13 years as Engineering Director in two UK consultancy firms, working extensively overseas in Europe, Africa, Australia, Turkey and the USA.
From 1983 to 2000 I led major railway track and structures renewal and maintenance programmes, having been lucky enough to be sponsored through university by British Rail.
I have had the best civil engineering career I could hope for - now it’s time to give back. I am passionate about raising the profile of engineering in government, encouraging more young people to do STEM subjects and improving equality, diversity and inclusion, both in our profession and in the civil service.
Grenfell was a wake-up call for the construction industry and I believe strongly we need to do more to raise professional standards. I have been on the committee of an ICE Learned Society, the Railway Civil Engineers’ Association, for over 15 years and member of Council from 2021 to 2024. I hope very much you will re-elect me.

As a geotechnical engineer with 15 years’ experience, I am committed to the ICE and its role in shaping careers. I have worked for contractors, consultants, and local government, delivering projects in the aviation, defence, transport, and infrastructure sectors in the UK and overseas. This broad background gives me a solid understanding of the issues affecting civil engineering and the wider built environment.
As an international ICE member who gained membership through the Career Appraisal route in 2021, I have a great appreciation for ICE’s established development routes which allowed me to build a strong career. I want to help strengthen these routes, so all members can receive the same guidance and motivation that supported me.
As a woman in engineering, I have experienced many of the challenges faced by underrepresented groups in our industry. This experience drives me to help create a more inclusive, supportive, and welcoming Institution. I was attracted to civil engineering by opportunities to improve lives. I am proud to have been a Chartered Civil Engineer and Member of the ICE since 1994.
My engineering career has included work on water supply and sanitation in Africa, developing a specialism in bridges and a recent focus on professional development and training. I encourage and inspire others through STEM talks in schools and have promoted school visits to ICE exhibitions. I volunteer as a reviewer and train new reviewers.
I see well-informed engineers as essential to solving today’s complex challenges. My lifelong interest in environmental matters lead me to a recently completed MSc in Climate Change. Our industry has been an important contributor is causing climate change and many in it are now working hard to lead the solutions. There is still much to be done in climate mitigation and I am keen to move climate adaptation up the agenda.
I seek re-election. I have developed a deeper understanding of how the Council works with the Trustees and the executive to support the key strands of knowledge, qualification and policy.
