Shaping zero: Rachel Skinner’s year as ICE President

During her year leading the institution, Rachel Skinner shone a light on the urgent need to reach net zero carbon.

More specifically, on reducing the billions of tonnes of carbon dioxide emissions that directly relate to the design, build and long-term use of infrastructure.

This has been estimated at around 70% of global emissions. She launched the initiative with a film titled Shaping Zero at her inaugural address in November 2020.

The film sought to help engineers recognise that they play a massive role in addressing the climate crisis, but it would require a change in approach across the industry. Decarbonisation would need to become a priority, one as important as economic growth and development.

In the film, she clarified that net zero carbon does not mean there will be no more carbon emissions. It simply means that a balance will be achieved between how much carbon enters the atmosphere, and how much is removed.

She highlighted the importance of climate mitigation and adaptation. On one hand, reducing our emissions to slow down the rate of global warming, and on the other, preparing our infrastructure to cope with the extreme weather that we’re already facing.

During her year, she also launched the ICE Carbon Champions initiative – a programme that recognised real-life examples of projects achieving measurable carbon savings.

Career

Rachel Skinner graduated from Durham University in 1998 with a bachelor’s degree in geography.

She joined engineering consultancy WSP following graduation and began studying a master’s degree in transportation planning and engineering at the University of Leeds in 1999.

She’s been at WSP ever since, progressing from graduate to associate and holding roles such as:

  • Director of transport planning
  • Director or sustainable planning and development
  • Director of marketing and communications in Europe 

She continued progressing to executive director, and has been looking after the WSP’s environmental, social and governance (ESG) objectives, as well as government relations, since 2021.

As of 2026, she’s been a managing director at the consultancy.

Involvement with the ICE

Rachel is a Chartered Engineer and a Fellow of the ICE.

Before becoming president of the institution, Rachel chaired the London region from 2010 to 2011.

From 2015 to 2018, she held roles on the ICE Council and Trustee Board, helping set the strategic direction of the organisation.

When she became president in November 2020, she was the youngest person to do so, aged 43. She led the institution for one year.

In 2024, she became the chair of the Decarbonisation Community Forum, a role she still holds today.

Honours

In 2016, Rachel was named a Top 50 Influential Woman in Engineering by The Telegraph newspaper.

In 2017, the European Women in Construction and Engineering Awards named her the Best Woman Civil Engineer and the Most Distinguished Winner.

In 2021, she received an honorary fellowship from the Society for the Environment (SocEnv).

In 2022, she was named a Commander of the Order of the British Empire (CBE) in the Queen’s New Year Honours.

Also in 2022, she received an honorary degree from the University of Leeds, becoming a Doctor of Laws.
